残疾人奥林匹克运动分级理念的演进和发展--以田径分级理念的变化为例
  • 摘要

    残疾人奥林匹克运动分级的目的是尽可能降低运动功能障碍对竞赛成绩的影响,以确保竞赛的公平和公正。分级理念与规则一直随着残奥运动、康复医学和运动科学的发展而变化。通过对残奥运动中田径项目《2006版分级规则》与《2013版分级规则》的对比研究,发现新版(2013版)最重要的变化是弱化了残疾类别,强化了“残障所致运动功能受限对运动能力的影响”这一理念。这一变化产生的主要原因是国际残疾人奥林匹克委员会(IPC )在《残疾人奥林匹克运动分级条例和国际标准》这一纲领性文件中,要求各成员运动项目应该研究和发展“循证分级体系”,另外,各国运动生物力学学者根据“循证分级体系”理念,成功设计出了多种适用于残疾人的跑、跳能力测试方法。虽然《2013版分级规则》已经具备了循证分级体系的雏形,但与《残疾人奥林匹克运动分级条例和国际标准》提出的设想还存在一定差距。
